PIPS HVM: Hostile Vehicle Mitigation for Public Spaces

PIPS (Public Impact Protection System) is a certified post and banner HVM system designed for publicly accessible locations where conventional barriers are not practical. Supplied and installed by Premier Security Ballistic & Blast Ltd, it delivers a tested dead stop against vehicle attacks, with no part of the vehicle projecting beyond the product face in either test, while blending into the surrounding environment and carrying your branding.

It is suited to alfresco dining, café and pub terraces, high street markets, city centre public spaces, sporting venue queuing areas, temporary events, pedestrian zones, and parking bay extended licence areas.

How It Works

PIPS combines a steel post and banner panel into a single structural unit. The posts and banners work together to stop, restrain, and immobilise an attacking vehicle. The shallow foundation is designed to avoid conflicts with below-ground services,  a common problem with conventional deep-set HVM installations.

The system has been independently tested twice, at impact angles of 90° and 30°, at 30 mph. In both tests the vehicle was captured and prevented from progressing into the protected zone. The vehicle was simultaneously immobilised, removing the risk of a secondary attack.

Certification: IWA 14-1:2013 — V/1500(M1)48/90:0.0 and V/1500(M1)48/30:0.0

PIPS is British designed and British engineered.

Installation Options

Permanent installation — Posts set into the shallow foundation system for continuous protection. The foundation design minimises disruption to existing services and reduces civil engineering cost.

Temporary / removable — Posts can be removed for site maintenance, seasonal changes, or infrequent events such as weekend markets, sporting fixtures, and outdoor festivals, without requiring road closures.

Design and Branding

The banner panels are double-sided and fully printable. They can carry company branding, event promotion, seasonal menus, or city centre wayfinding. Post finishes can be specified to match your organisation’s colour scheme or existing street furniture.

Banner panels can also be replaced with alternative infill options including planters, timber facade panels, and green / living wall panels. Additional options include vertical flag poles, illuminated menu screens, and choice of post finials.

Most HVM products look exactly like what they are. PIPS doesn’t have to.

 Typical Applications

  • Café and pub alfresco seating licensed under extended outdoor permissions
  • High street market pitches and market squares
  • City centre public realm and pedestrian zones
  • Stadium and sports venue queuing areas (football, rugby, cricket)
  • Temporary events and seasonal outdoor installations
  • Parklets replacing on-street parking bays
  • Shop fronts and retail queuing

Any publicly accessible location is a potential target for a vehicle-as-weapon (VAW) attack. Venue owners and operators have a duty to understand that risk and put proportionate mitigation in place. PIPS provides that mitigation without forcing the environment to look like a security installation.
